Help Me Troubleshoot Shifting Problems

My 97 (185,000 miles) started acting like the transmission was slipping a few days ago. I'd be cruising along and when I hit the gas the engines revved and hit the limiter. Fluid was been checked and it was low but not burnt top it up and adjusted the TV cable as well multiple times with no change
After some research, I purchased a new TPS (Mopar) yesterday and reset the TCM. The first drive after it seemed much better, no feeling like the tranny was slipping and it seemed like good power throughout the power band. Then it started doing this thing where at around 45 mph and WOT it feels like there is no power. Kinda like the transmission isn't downshifting. This morning I was having problems with the transmission shifting into second gear when accelerating. I could let off the gas and it would shift but not until then.
I'm thinking a transmission flush/filter change and possibly solenoid replacement could be the next step.
Does anyone have any other suggestions?

If it's not burned, it's probably not slipping. It might just be the solenoids not shifting.
The very first thing I do when I get a "new" automatic transmission is I drop the pan and valve body and install a TransGo kit. I then replace the filter (sorta useless on the XJ since it's just a screen, but why not) and add fresh Dex/Merc III. I just don't trust used automatics.
You can get a better idea of what's happening with the transmission when you drop the pan too. I've found all kinds of things in trans pans. Thrust bearings, friction material, all kinds of weird stuff. If it's just a fuzzy magnet, it's probably fine. If there's chunks in the pan, it's probably done for.
