Might have air stuck in your heater core. What year do you have? The 90 and earlier can be a PIA when it comes to bubbles. Welcome to the Cherokee forum BTW!

Normally they work themselves out on an open system, but it being winter you probably need it now. I just realized I asked a redundant question, so you have a 90, which is a closed system...have you burped the cooling system? If you haven't search for "burping a renix" or "how to burp a XJ". If you have, you could try pulling the little hose at the thermostat and holding the hose up and manually filling the heater core. If it takes some water, you may have solved it, just burp the entire system again. Sometimes just reving the motor a bit, while sitting on a steep hill(front up hill) will do it too. Hope that helps!

possible wrong gasket? i replaced wp and they gave me the gasket for the wrong year and blocked the flow of the coolant from the heater back to the wp i punched a hole in it with a coat hanger and it worked......just food for thought.

Do you have a pressure bottle in the back of the engine bay, passenger side? if you do, your still on a closed system. Open systems have a radiator cap on the drivers side of the radiator.
Are your hoses warm at the firewall? one hot, one cold? you might have a blocked heater core.
Did the PO put a heater control valve on? If he did, check that too.
