Very likely it is something else. I have had starters covered in oil, dirt and grime and they cranked everytime. Make sure your battery is good and has ok andhas pleanty of water within it before you single out your leaky valve. By the way that valve is easy to replace!

I have replaced the original control valve about a year ago on my 96 xj. the new one is already starting to leak. I have had it leaking on my starter for months, and it is not effecting it. Plus all the oil I have covering it, I doubt that is your problem. If you are still concerned about the leak, make sure you aren't using the original hose clamps as they may be the cause of your leak cause they suck, and but yet another new one.
