LED headlights are ILLEGAL (at least in Virginia).
As a state inspector, that I am, the law states that all exterior lights, this includes marker, fog, brake, and headlights; must not be altered in any way other than the factory lighting. Also, that all lighting must be functional. (different law applys to burned out LED count).
I failed a early 90s Honda Accord for this last week. (LED brake lights)
LED lighting for show or off road use is fine. Just make sure when you get the thing inspected you put the factory lighting back on. Run them, just be aware of your local laws.

that is the housing, not the LED.
I quote from the 2012 Inspection code book.
"6. bulbs are not of approved type (must have DOT and manufacturer stamped name) or are over 32 candlepower (sealed beam lamps including the ones that permit the use of a replacement halogen bulb are the only lamps approved with over 32 candlepower.) Ordinary lenses and reflectors were not designed for over 32 candlepower.
NOTE: The Slyvania 9003 (HB2), (9004 (HB1), 9005 (HB3), and 9006 (HB4) Cool blue xenon bulbs were found to comply with FMVSS 108. There is a noticeable blue tint around the outside of the lamp pattern but the concentrated light is white. ONLY the Sylvania has been approved, and is marked DOT."
"Inspect and reject for lamps that are not of an approved type according to manufacture. See bullet 6"

That's the same problem with the hid "projectors" that you find on ebay, not only are they not projectors but typically only one portion of the unit meets standards.
Note that the DOT does not approve or disapprove the units, it is the responsibility of the manufacturer to state if the components meet requirements or not, this leads to the impression that the whole unit is DOT approved when one component (commonly the lens) is approved. Also, the approval of the lens may be for a specific bulb type that may or may actually be used with the lens.

Sadly DOT approval does not necessarily mean quality. This is a good argument for running e-codes... Not only are e-codes compliant with much more strict regulations than DOT/FMVSS 108 but you can always swap back to sealed beams quickly and easily for inspection - if your inspector even cares.

Dunno about those projectors, but I went thru the link attached and for under 200 shipped I got 2x housing, 2x bulbs and 1x ungraded wiring harness. All DOT approved I believe. Unless you wish to get the e-code bulbs (European-code) and are not technically DOT approved. But that's just one more reason I love Vermont!
