my cherokee has had a hard time starting lately. it would crank for a couple of seconds than stop like it has a dead battery than crank again and eventually start. its scary sometimes. and also when driving when starting off i have some power, than when i hit 1k-1200rpm it loses alot of power, still pushes but not like pre 1k rpm, than as soon as it hits 1300 rpm it takes off. plugs, wires, cap, and rotor are brand new

Those are all really close RPM's, it must be a significant power loss to notice it between 100-300 RPM's!! Mine also has powerband problems, it's a bit slow till i hit 2800 RPM, then it kicks in hardcore and i've got all the power in the world!!

As for the hard-start, check all your grounds. Also, i worked on a stripped-down Kia once that had a hard time starting sometimes. Turned out the computer was getting kicked by the passenger and the connection was real loose on it. check your starter connections and wiring and your battery connections as well.
