Ground Distibuter?

Im having misfire issues. Have replaced cap/rotor/plugs (with Champions), and wires. Today, I got zapped while moving my hand near the distibuter while the engine was running. Seems like the shock came out of the cap. Any ideas?
Also, Is it possible to loosen the bolt at the base of the distibuter and turn the distributer to adjust timing on a 1997?

Engine: 4.0 with all of the noise and clatter
The timing is not adjustable, it's set by the PCM. I would check the plug wire boots at the distributor cap to make sure they are seated and also check the cap for cracks even though it is new.
