Gauge cluster

I parted out a 99 Xj and sold the gauge cluster and when the guy put it in his jeep the needles were jumping around... It worked perfectly fine when I pulled it? Any ideas trying to figure out if its his jeep? Or the actual gauges?

Sounds like the dash connector C2 is buggered up. C2 carries the CCD Data Bus signals to/from the PCM to run the instruments.

Check IOD fuse in the PDC.
Pound the top of the dash with fist and see if the cluster works.
Does the voltmeter and gas gauge work?
Do the actuator test. Note the statement at the end that I highlighted in bold. I see the speedometer is registering in the pic which may be part of the problem. If the actuator test doesn't work, disconnect the vehicle speed sensor connector and see what happens.
Instrument Cluster Actuator Test
(1) Begin the test with the ignition switch in the Off position.
(2) Depress the trip odometer reset button.
(3) While holding the trip odometer reset button depressed, turn the ignition switch to the On position, but do not start the engine.
(4) Release the trip odometer reset button.
(5) The gauges should cycle through their ranges, stopping at intermediate readings, going up and going down, at two second intervals. The indicator lamps should cycle on and off.
(6) The instrument cluster will automatically exit the self-diagnostic mode and return to normal operation at the completion of the test, if the ignition switch is turned to the Off position during the test, or if a vehicle speed message indicating that the vehicle is moving is received from the PCM on the CCD data bus during the test.
