Default Fog light harness

Recently noticed that there is a plug that is attached to the dash panel next to the defrost switch. It seems like it supposed to connect to a fog light switch. Does that mean that the harness to the fog lights will be in the front?

Can't speak for all years, but on the 97-01, no the harness will not be in front. Your switch is wired, but that is it. The wiring for the switch terminates at the main connector (big white one) under the drivers side dash where it connects to the engine bay harness. The engine bay harness nor the Fuse box will be wired for the fog lights. You can double check, but I bet your fuse box is missing the relays, and even if you tried to plug relays in, they wont stay seated because the wiring inside the power distribution center (PDC) isn't there. I still used the switch wiring for mine by splicing into the correct wires by the main connector on the body harness side. Hope this helps.
