Default Floorboards

I just got a 1995 cherokee and the floor boards are rusted out badly I am wonderin if anyone knows if this has to be fixed to pass a state inspection? I live in Pennsylvania. And if I do have to fix it is there any cheep fixes to just get by for now??

I don't know what your state requires. The correct fix is to cut out the rot and weld in new steel. There are several suppliers who sell replacement pans, it's a common problem.
The cheap-and-quick fix (which won't last long) is to screw or rivet in some sheetmetal to cover the holes and undercoat the snot out of it.
