Kinda hard to say in terms of inches. You'll have to get the flares & decide from there. Since the TJ flares are much larger (wider) than XJ wheel openings, you have to cut a chunk out of the flare. The more you cut out, the smaller an opening it will fit. If you cut less out, it will fit a wider opening. Experiment with it & determine how much to trim. That's why we said get your flare of choice first, then cut the fenders.

I just reattached mine with 1/4 20 bolts.
The flare clip bracket thingies were rotting up here in the salt belt, and I'm cheap - not wanting to buy something, not wanting dirt etc. on the windows - live on a gravel road.
I used the stock holes, but trim and re-drill and they can go up as high as you want.
Meets the intent of the law, looks good (IMO) and wont come off on the trails like the stock set up tends to.

yes going fenderless isnt an option for most but i do it and havent had any trouble with the police yet and theyre normally on me for everything but if cops are real sticklers for it i say just go with some tjs i also think its kinda cool to put the front tj flairs on not just two sets of rears but idk what that all entails to do like if its anymore dificult than just putting rears on the front
I say go flareless. I think it looks the best.
Also, Kyle42, since it's been mentioned in this thread, it is not illegal to run flareless in MI. However, you are responsible for damage of anything (rocks) your tires could kick up.

I love the look of flares, give you a nice clean, finished look. If your just gonna tear it up on the trails theres no need but If your driving it through the winter or year round they def make for a good looking ride.

Yea I don't mind the look of going flareless but at the same time I live on a dirt/gravel road too and fling mud all over the rig every time I go anywhere. I just don't want to scratch up the sides of my Jeep too bad
TJ flares are ok, but flaresless just looks unfinished. Especially if you have some wide wheels.
