Also there always seems to be alot of air bubbles in the hose going from the overflow to the radiator.

What a bummer! One guy posted that you can park it with the nose down a bit , and (cold), fill it with the rear temp sensor removed until coolant (water)comes out there. Yes, a hassle, but I guess a fairly sure way to be sure the air is (mostly) out.

Did you try this?
Fill it to the brim, and with the cap off power-brake it a second, and see if it bubbles (or geysers). Two minute test for 3000* hot gasses going into the coolant. I had one do that with a cracked head. It overheated.

After I put a 350 in my Jag it kept overheating. It quit after I fitted a shroud.

'99s don't have a rear sending unit, just 1 in the t-stat cover up front. Seems like having it nose up would maybe help slightly.......never had an issue filling/burping ours but that doesn't help u any, sorry.

Also is there supposed to br to other coolers infront of the radiator?

There's the a/c condenser? And a believe another tranny cooler? 1 tranny line goes into the rad, then theres one coming from the rad into their, and back to the tranny.

Yep, a/c condenser is in front of rad and auxiliary tranny cooler is in front of a/c condenser.

May I suggest while you're there (head off), take the head to a machine shop, let them do their thing. While they're doing the head, would be a great time for new lifters, check for bent push rods, etc., etc.

Did u happen to ask the rad shop if they had to block any tubes?

I didn't ask no..

And im not going to do a head gasket now, it doesn't have any affects of a bad head gasket. Besides overheating.

Im going to do a zj fan clutch and put a fan shroud in..

Also it doesn't just gradually overheat, it gets to a certain spot and then spikes all the way to 260..

When it spikes to 260, is it belching coolant into the recovery bottle when u turn the motor off? If not, may be a gauge/sending unit/electrical issue giving a false reading. Usually temp increase is a fairly smooth, gradual thing, rather than a quick spike. Get a fan shroud ASAP, with out it, there's way less air flow thru the rad. Air that does not flow thru the rad is useless/wasted. There's absolutely nothing heavy duty about the XJ cooling system, it's mediocre at best, everything's got to be top notch.

$300 is an arbitrary dollar figure. For those of us who diagnose vehicles, we need this in terms of which components were replaced, not dollar figures. And BTW, you're hijacking this thread.

Efan running, fan shroud intact/in place, new fan clutch, etc.? What did the $300 buy?

Yes it is putting fluid back into the overflow when I turn it off. And ill go get a shroud sometime this week, and my fan clutch doesn't seem to work correctly.

I've only put like 60$ into mine, its all about diagnosing stuff. Also mechanics charge aloot..
