Didn't know they tested for that... Yes it would be bulbs. Half my lights were burned out on my 92, a 23 year old jeep is gonna have burnt lights lol.

any parts store, At Oreilly it's something like $4 for two. Not cheap.
You'll have to remove half the dash lol, Here's a guide i made a while ago on my '92. It;s for installing a dash clock but it still shows how to remove the cluster.

Just remove the face plate, and the switches. Don't remove the lower dash or the cig lighter.

I don't think the CEL light comes on in the ACC position - must be in the IGN ON position. The tech should know that.

There's a "BULB TEST" position on the keyswitch, it should light everything up for a couple of seconds.

Drop your IP, just replace all of the bulbs. The ones that aren't burned out are probably not far behind, so you may as well get it done and handled all at once. That's usually what I do when I have to pull the panel.

^This! I've never seen a vehicle that did a bulb check in the ACC position. My radio won't even come on in ACC because some dork (previous owner) wired it up wrong and I haven't felt froggy enough to get in there and fix it.

Correct - ACC is merely for accessories (often, it doesn't even run power windows or HVAC.)

From what I recall, the TEST position usually falls between RUN and START, and does not have a positive detent.

Key in ON position, wait a few seconds - ALL warning lights including CEL should come on.
Not rocket science!
