Default Exhaust Leak

Hey guys, got a couple questions. The other day i noticed an exhaust leak and found it to be coming from the flange at the cat and downpipe. So i looked at it and saw the flange is pretty much rusted away(how did i not notice this before). Can i get new flanges welded on or am i going to have to get a new cat? And if i do need a new cat, what are the benefits of a magnaflow high flow cat over stock?

I'm going to replace my muffler soon as it's leaking and sounding bad. I was also wondering if a high flow cat is worth it. With your leak is there enough material left to get by with just replacing the gasket?
