Engine won't rev past 3000 rpm

Model: Cherokee (XJ)
Engine: 4.0 Inline 6
i know this thread definitely has to be dead but my friend is having this exact same problem. I haven’t been able to see if any of these solutions work but it’s on a 93 grand Cherokee. He rod knocked his old enigne which wouldn’t rev past 3k he put another engine that he rebuilt and after getting it started it doesn’t wanna start. If nothing in this thread work I will send an update.

Won’t rev over 3000k rpm’s. Is it the fuel pressure switch? I changed TPS same result. Happened over night. Shouldn’t be cats. Help. Can’t find obd1 scanner for help codes. Did the key turn for flashing lights on dash

11 No ignition reference signal detected during cranking OR timing belt skipped one or more teeth; OR loss of either camshaft or crankshaft position sensor.
12 Battery or computer recently disconnected
21 Oxygen sensor signal doesn't change (stays at 4.3-4.5V). Probably bad oxygen sensor
