Other than the CEL on how is it running?
Not the best on fuel about 12 to 15mpg depending and it stalls on extended idle. Chokes back occasionally while driving but has only happened once while driving.

But you noticed an improvement until the CEL came on? Check that fuse. Check the wire harnesses for the sensors for any damage. Also clean the contacts at the connectors.

According to the scanner its a short to voltage or hugh voltage from the heaters for both sensors. Not sure how to cgeck that. Or would it all be on the same fuse and wiring harness?

That's my understanding. It can be an open or shorted circuit. Just the one fuse. Or the harnesses. Or corroded connectors.

Connectors may be corroded but the fuse appears in tact and the wires arent melted or frayed. The upstream harnes is knarled but the wires havent sustained any damage that I can see.

I'll double and triple check it all in the morning and run my meter on my connectors.

Ok. If all checks out good then it could be the fuel pressure and/or injector issue you and freegdr mentioned earlier.

The upstream sensor wires arentvfrayed or melted. They're almost new where they join inside the plugs and I cant find where the downstream harness ends up after it comes over the transmission into the engine bay. Can anyone post a picture showing where that harness ends up so I can fully check?

All fuses in the box check out and have power. So now what?

You want to get the CEL off so it clears the codes.

Everything seems fine for the fuses and wires...what are the chances my cat is clogged and causing all this?

Those codes are still saying that there is a problem with the voltage supplied to the sensors. We don't want to get into replacing parts trying to fix it. Around here they call it "firing the parts cannon). I've been searching for some test specs and came across this:
https://repairpal.com/OBD-II-Code-P0132-and-P0138

Well yeah. But what I dont understand is that theres nothing wrong with continuity or the fuses. Ive checked continuity on everything. Called a mechanic I know and he's saying it could be my mass airflow sensor or my idle air control valve or possibly a stopped up cat.

Yea the IAC could be stuck open. You can clean your throttle body and IAC. I had a good link with pics that showed a step by step procedure but since Photobucket did their thing the pics are gone. Goggle how to do it. There are videos galore. Someone posted one not long ago and maybe they'll post it here.
