Yes, hence the Idle Air Control name 
I wasn't saying that the IAC controls fuel, rather I was saying when you hit the gas, if the IAC isn't working properly, it may have already been taking in less air (already causing an overfueling condition) and hitting the gas causes it to stumble until the engine can catch up.
