Default Emergency Break Broke

Hey guys! So as I as driving today I was coasting down a long hill (neutral=saved gas) and my brother thought it would be funny to pull up on the e-brake a bit, and well, he pulled it all the way up and it did absolutely nothing. Therefore, I believe somethings wrong with it, what can I do? I'm guessing the cable is shot, but being the girl I am, I don't really know where to look for it or anything.. so ANY step by step instructions would be fantastic! Thanks =)

well mine is doing the same thing when i went to the shop they said the driver side rear drum internals were sezed up or something so start there

tighten it. there are star screws in the drums and an adjuster over the driveshaft right under the handle under the jeep
