electrical problem with power locks and stereo

Had a lot of rain lately and simultaneously I have lost my power locks and when I turn it off the radio resets as if I have disconnected the battery and my courtesy lights will not come on with either the doors open or using the headlight switch. Visually checked the fuse for the locks (time crunch currently) and it appears to be intact. Currently having no other issues that I am aware of, starts fine and runs. My pacific coast manual is not accessible at the moment and Haynes manual nothing is jumping out at me. Ideas and suggestions appreciated, thanks.

Yeah, hmm. do you have the factory alarm system, aka beeping horn/four ways flashing?
If so sounds like the infamous drivers door key switch on the back of the lock cylinder may be shot. Try locking and unlocking from the front passenger. Also part of that is the back hatch glass and or door, usually the hatch. hope that points you in the right direction

Sounds like your IOD circuit fuse may be blown. IOD on fuse block #9, power to #9 if from fuse #16 in PDC. See diagrams below.
Worth a check of the fuses.

I found a blown fuse but not the one listed in #9, I replaced it and still no change. I have a starter to replace in another vehicle tomorrow hoping to get back after it then. @CCKen, thank you for posting the diagrams, on top of nagging car issues both laptops have died, when it rains it pours, haha.

Did you go upstream and check fuseb#16 in the PDC? See diagram.

I have checked everything but fuse 16, nothing I had available at the time could pull it out. Got stranded at the grocery store last night (different vehicle) and will need to regroup this week.

Following up so far, the IOD fuse in the power control center was blown. It has been replaced and seems to hold but still exhibiting the same symptoms. I think the #9 fuse under the dash was also cooked so it may be again but will have to pick up tomorrow. Thanks again for the tips they are pointing me in the right direction, now if I can just get the time to wrap it up.

It was under the kick panel on the passenger side, the drawings and tips put me right to it. I removed the plug and spliced all of the wires together except three, they were the ones that were damaged, still need to clean the splices up a little but fuses are holding. Thanks again.
