Electrical Gremlins - Blinkers, wipers, and blower
I just got a '92 Cherokee, and the front wipers, blinkers, and the blower motor don't work. The rear wipers work, and so do the brake lights and the hazard lights. I figured I would start by checking the fuses, which are fine, but I can't get a voltage reading from the turn signal fuse slot. No voltage registers with the blower motor slot either. I believe the wiper motor has circuit breaker; I'm not sure where that is, but if it's the silver thing at the bottom of the fuse box, then there is no power to that either. Interestingly, there is no power to the instrument lamp fuse until I turn on the instrument lamps, and then that fuse shows 4.5 volts. When the instrument lamps are on, the turn signal fuse shows a small amount of powers (about one volt?).
I have no idea where to start here. It was my assumption that power first goes to the fuse box before going to the switches. Is that true? Or could it be possible that the multifunction switch is bad which is preventing power from going to the fuse? I tried to look at the wiring diagram to determine this but couldn't make head's or tails of it.
Any help would be great!

Before I saw your replies, I pulled the fuse box apart and saw that all of those circuits were fed by one purple wire, and the purple wire does go to the steering column. So the ignition switch makes sense. However, I'm not sure where the ignition switch is. The purple wire goes to a box on the top of the steering column. Is that it? Or is it the box on the bottom with the rod going into it? I'm having a pretty hard time getting a good look at either of those boxes. Is there something I should be doing to allow easier access?
