Electric Fan not working

OK I popped my hood when I got home today to check the oil and I saw that my electric fan was not running but a few min went by and it started to work after a closed the hood it stop. Are those fan suppose to run full time? its been running about 200 the last week.And I have know idea what a jeep it suppose to run at.

Your '99 will normally run at 210*F. The fan will kick on with the engine running if the coolant temp gets to 218*F. If the fan is running with the engine runnng after driving it, you should check the coolant level in your overflow reservoir. And check the color of the coolant; if it looks brownish you shold think about draining the system and replenishing it with fresh 50/50 antifreeze, or flush the system and replenish t.
A new radiator cap (16 lb) is always a good idea.
