One very easy way: turn on your A/C; it should kick the fan on regardless of the temperature. Found this out in the shop manual; it works on my '93 and is the only time I have EVER seen the electric fan turn on.

Bring a good battery or a portable jumpstarter and run your + and - wires from it to the fan. If the fan spins, it's good to go. It's how I did mine. You can also get em on ebay for about $60 new.

You should be able to turn it by hand with out any power going to it.

The fan should spin freely by hands with no noises. To properly test it you will need to hook the positive and negative wires to a battery, though.

Studmifin-

Does your Jeep have two electric fans or one electric and one run by the belt?

If one is electric, turn on the A/C and see if both are spinning.
