Electric Fan constant on and off cycle

Default Electric Fan constant on and off cycle

Hi all. 98 XJ 4.0L. Recently bought this with 62K miles. Electric fan is behaving strange. From the point of starting when cold to driving up to temp (~200F), idling, until turning engine off....the electric fan cycles on and off. About 15 seconds each. Constantly. To my knowledge, it is completely stock. I've searched for a while and found nothing on this specific issue. Any pointers? Thank you in advance.

It does this with the A/C off, correct?

Yes. Correct. No A/C. The defroster is on.
