Yes, crawl under your rig, and right above the driveshaft there will be a long threaded rod with a bracket and two cables coming off. This is your equalizer rod. There will be two nuts on it. Loosen the outside one and tighten the one that touches the bracket just to where the back wheels drag. Then back it off just to where they don't drag.

loosing your e-brake is generally the first indication that you need to replace your rear brake shoes, possibly drums too.
i have never had to adjust that tensioner as long as i've owned jeeps. new shoes and drums always got my parking brake back.
not to mention the fact that i live in the snow belt and my adjusters tend to seize up.
but if you can adjust that rod, you may get some feeling back in the parking brake.
