only one wheel locks with e-brake

only one wheel locks with e-brake
Did an axle swap today and when I reconnected my e-brake lines I noticed that only the drivers side rear wheel locks, the passenger side rear wheel can move just as easily as without the e-brake on. Any ideas what the problem could be?
