you shoukd be able to poke that white **** in the pic with a screw driver and release it back down , atleast i think its that white **** , poke around till something moves

That should be a metal rod in the pic, just try to get some needle nose pliers on it or needle nose like vise grips and you will be able to release e-brake. Or you can just unbolt the e-brake from body underneath center console and take out c clip and pin that holds it to cable and remove it that way, you probably will have to replace whole e-brake anyways so that way its already removed, and you can just go to boneyard and get another one to toss in, same thing just happened to me and it took like 30 minutes or so total to fix.
