Is a Durango steering box an actual upgrade to the XJ stock steering box?

yes, 99 durango or dakota steering box.
some durango's came with a rack, so you'd have to find one with the box.

This is a more complex question than "is it an upgrade?". It can be an upgrade for you depending on what you are trying to achieve. Every saginaw steering box has different properties, and you need to choose which box is right for you.
