Default Drivers side leak

I found the source of the driver's side leak last night. I pulled the carpet and noticed that a previous owner had already been in the area and attempted to "fix" a prior leak or rust hole of some sort. Well, looks like he didn't succeed. I'm thinking that my best option would be to cut out the rusted floor and weld in new steel?

When I click on "manage attachments", nothing happens. Don't have the option to select and attach anything.
