Take off steering wheel
I have an 89 Jeep Cherokee and someone put the steering wheel of an 86 Jeep MJ the horn does not work and I started to take it apart and it looks like they put foam in there to seem like there was spring action...lol.. anyways I'm trying to see if I can get the horn to work. Can anyone help me get steering wheel off?

To get the wheel off, first remove the horn button, which I think you have already done. Then you need a steering wheel puller kit. To get all the way down to it, you need one with the small puller and also lock ring puller. It pushes the lock ring down so you can remove it and get all the way down to the contact wiring
