The same thing happened to mine, and this was all it took to fix it, the pin will pull the arm back into place as you fully open the door(assuming your arm isn't totally out of whack)

If its not extending then you're either not using enough force to pull it out or it's trashed. Pull the door panel, unbolt it and wiggle it out. It is not a serviceable part. There are two small wheels and a very high tension spring. If any of these fail its trashed. Read my post above. A pick and pull will save you the sixty bucks for a new one. Passenger door checks on Junk yard XJs are usually in good shape because they aren't used as much. Any year XJ door checks are compatible.
