Window motor/regulator problem?

Window motor/regulator problem?
Ever since I've had my 96, the driver side window has always gone down slow. All the other windows are speedy. Couple days ago, it went down about half way and slowed down to a crawl. I helped it a bit the rest of the way down. Comes up just fine, but now it won't go down at all. I checked around a little and I'm wondering what I should do first. Should I put a volt meter in the connection and see if it's getting a signal? And if it is, could I switch the back driver-side window regulator with the driver one for now? Would I be checking for battery voltage (12V) at the connection? I watched a nice video on a critical failure point of these window regulators. The little spiral plastic piece that breaks. I don't know if this symptom would indicate that's my problem as I have yet to pop the door panel off to check. What do you guys think?

The little weather seal at the bottom of my windows woul always roll inside with the window and would make it hard to go down.
