It doesn't have a relay. Fuse F7 in the PDC is power for the DRL but is also the power for the headlamp switch, so if it blew you wouldn't have headlamps.
I don't know what your problem is but the DRL module is located in the engine bay, between the PDC and the right inner fender well.

Requirement for ALL Canadian vehicles since the early 80s.
Interestingly my XJ passed its safety inspection when I bought it without them working, I guess the mechanic was more worried about the holes in the floor rather than the lights!

I did the same upgrade to my wife's caravan and the lights work fine except for the running at full power. Less effect on the caravan as it had regular halgens as opposed to the sealed beams.
I figured that it was a relay that had been pulled but will check for it and see if I can find the module, could be that it is just unplugged.

You don't have to turn them on, start the car, put it in gear and move, lights come on. They then stay on until you turn off the engine.

I think Toledo prewired the XJ's for DRL even though they weren't intended for Canada. My '99 has the connector but no module.
Same for the leak detection pump (plumbing wise) having preinstalled components but no sysem. I have the huge LDP vacuum vent tube that goes from the LDP area, snakes around the back side of the firewall, then back to the charcoal canister installed, but no LDP electrical connector. I think my XJ was built on a Friday or a Monday.

The "Buy one get one free" promo that Kia did a while back included a Kia Rio as the 'free' car.
The Rio was decked out from the factory with OEM Radio delete, Power steering Delete, All Power Options delete and Carpet delete.
But after all that they still ran the same harness with all the connections for power options.
They even installed the speakers for the radio. Just no radio.
Folks that ended up with these cars brought them into the shop to have a radio installed. Just pop the cover off and install a radio with a factory harness and you're good to go.
