day 2
i replaced the pump and filter yesterday. on start i get about 20 psi in the rail, after a few seconds it drops down to 10 and holds there till the jeep dies. Ive read alot about the cps could that be the problem here? Or could it be the ballast resistor

Year of the Jeep is crucial - the pump is drastically different in 97+ than on earlier years.
You can bypass the ballast resistor to eliminate it as a potential cause.
You could have a clogged filter or a bad pressure regulator (either the part or vacuum leak) or even a bad-out-of-the-box pump, among other things. What brand fuel pump did you use? How was the installation - is there any question it was done correctly?
