I checked both parts of to the female part of the fuse slot #6 i think it is which holds the 5a fuse. No power TO the Female end of the fuse. Or power to that part of the fuse box. Dont know if that is helping but keep asking me questions!

Do you have the owner's manual for your year (1994?) XJ?

Mine is for 1996 and indicates the fuse for instrument panel lamps and radio illumination is #19.

Yes it is "cavity" number 19, 5 Amp TN Instrument panel, radio illumn.

I had the exact same problem in mine. Turned out to be the headlight plunger assembly. Replaced it, and it popped again.

All grounds were fine so, assuming I had a short somewhere, and no desire to install an entirely new wire harness assembly, I used a pig-tail clip to re-route a 12v line to a toggle switch, disconnected the stock connections and re-connected the lines to the new ones.

Been working fine for the last 150k miles.

That sir is INTENSE! lol it sounds a little to complicated for me.

It sounds more complicated than it was.

Check that plunger assembly after checking your ground wires, as previously mentioned.

Default Bulbs?

I had to replace my bulbs, And they worked just fine. They get hot and burn out. You can just pull your center councel apart and replace the bulbs.

I had the same problem in my 96, please recheck fuses 15,17&19. Good luck!

Will check the fuses again tomorrow lol.
Any pretty sure the bulbs are all good. Would be strange for them to ALL go out at once.

DID you ever solve the dash light problems??? im having the same problems with my dash lights and shifter lights. Ive replaced every blown fuse and took apart my dash and cluster. also have replaced the headlight/dimmer switch. The number 19 slot in my fuse panel doesnt get power to it and doesnt have a fuse in it. i just bought this 94 jeep used and the guy said the lights did work, but we all know how that goes. any help would be greatly appreciated. thanks !!
