Default Dash bezel paint prep

I would like to clear coat my dashboard bezel before reinstalling it, it looks like there was clear on it from the factory. My goal is to not have to repaint the black as I'd like to keep any orange peel or texture low.
I'm not sure what the best way for me to prep it would be. My thoughts were to use fine sandpaper like 2000, but I'm not sure if I should scuff the whole piece or maybe just the spots that still have clear remaining. I'll probably just use water, maybe soapy water, to clean it because I'm sure acetone would discolor it. You can see it had a Jeep sticker on it at one time and I'd like that to not show through the clear. Also, I wonder if I should use a back to black trim restorer before clear coating it.

IT's just styrene plastic, or possibly ABS. No mystery. Sand smooth, paint. I would get ALL of that clear coat off. It's peeling, right? The rest will follow no matter what you put over it.

Nope. Use real paint.
