is this some kind of after market cruise control unit? The wire connectors are unplugged and it has a throttle linkage, but I can’t find a vacuum line????? 1989 xj

It might be nothing more that a throttle setting holder that will keep a set throttle opening until you press on the brake. They experimented with those in the early 50s. They didn't work very well on hills though.

Thanks dave1123, it’s has a thick L bracket with two large bolts holding it in place. Things that people do that make you go hmm! I guess I can just snip off the throttle linkage.
