Default Cruise control issues.

so my cruise control hasn't worked on my 99 cherokee sport the entire time i've owned it but it hasn't bothered me, but I have a trip coming up where I would like to have it.
whenever push the on button I have about a 1in5 chance the light will come on. and when it does come on it only stays on for about 3 seconds before it turns off, but while its on I cannot set it. i've checked the vaccum lines and they are all in good working order. and I know the switch is good because it turns on sometimes. Any other ideas?
