Creaking Rear end

Hey guys,
Just got my first Jeep! 96 Cherokee classic.
I have this quick but loud creaking noise when I hit speed bumps or large holes that is from passenger side rear. When I have a passenger then it is an almost constant creak.
I have examined all over the rear of the vehicle. I have checked the gaskets between the leafs and they seem good. I suspect the leaf spring shackle may be giving enough to hit the frame or the shell. When I bought it I noticed the bumper was slightly bent down on the passenger side.
I attached I picture of the spacing between frame and shackle for each side. Very little space between the shackle and frame on passenger side. That has to be it right? If so, any ideas how to fix?

you probably have a seized bolt in the bushing sleeve causing the bushing to twist.
i'd start there by removing those bolts, you may have to cut them.
also, maybe try to find a set of comanche (mj) shackles. they're 1.5 inches longer so will gain you .75 inches of lift, but that should be enough to clear that rear bulk head for the bumper. and you shouldn't really notice the little bit of lift.
use lots of grease or anti-seize on the bolts/bushing sleeves when you reinstall.
