'Tow package' is a meaningless statement. Do you want a hitch? a hitch with a ball? a reinforced suspension system? how much weight are you towing? beefier axles? trailer included? how big?
The junkyard might be the place to visit if you want it cheap.

I Did it....I tow
My '01 sport was base as well. I bought the 2" Curt frame-mount receiver on line, about $120. Took less than an hour to mount.
I also bought the wiring adapter kit (got wrong kit, it was replaced right away by seller) it was really easy to install, took 1/2 hour.
Bought the ball hitch at Harbor Freight, about $14. w/a coupon.
Now I hook-up and go. I replaced a Chevy 2500 pick up with the XJ. Now I get better gas mileage all the time, have a 5 pass. wagon instead of a pick-up, can run off-road to do a little exploring whenever I want.
When I need a pick-up I just hook up my 5'X9' utility trailer and there ya go, I have a pick-up with an easy access ramp (tailgate). Much nicer and more versatile than a pick-up.
You'll be surprised at how well the XJ tows, even up to smaller (20ft.) camper trailers.
I plan to replace the leaf springs as ALL XJs need new rear springs anyway.
You should always place weight on a trailer so it's balanced over the axle with just enough forward to give you 100 to 300 lbs tongue weight depending on load and size of trailer.

Generally a 'tow package' is from the factory and can include some or all of the following. Factory hitch, Transmission cooler, HD springs or overload leaf, deeper gears, etc.
You are just after the hitch and harness. I strongly suggest using 'nut-strips' to install hitch, not the square washers that come with it. The mounting location for the hitch is only sheet metal.

Yes you need to consider changing gears, trans cooler, and a set of nut strips to mount the hitch is a MUST DO!

It means the engine computer(pcm) detects a problem with the evap leak pump or circuit. You should check to see if there is vacuum at the pump. If you have vac it's a bad pump and should be replaced.

Two minutes ago I had no clue, but now I do.
Check your vacuum lines.
P1494 Definition

ECM detected the leak detection pump swith did change after solenoid was energized
Probable Cause
1.-Leak detection pump defective
2.-Open or shorted circuit condition
3. Solenoid defective
