Correct Timing for 4.0 ?

Timing information is not given as the computer controls and sets the timing. The PCM gets its information from the many sensors intalled. Recheck your wiring. Check to see if you are getting a spark. If yes, check for fuel issue.

So what you are saying, is my Distributor should not be adjustable, correct ?

The distributor is not adjustable, as long as you set it right to start, the ECU adjusts the timing based on what the crank sensor tells it. If it won't fire, I would check there first.
