I'd say either the rad cap isn't functioning properly... I can't recommend enough a better than cheapest rad cap... cough cough stant.
Or your overflow bottle is all gummed up... its typical you really have to flush /power spray the water in there to clean it out.
Its not running hot right?

Jeep says that normal operating temperature is between 210 and 240, if your gauge goes above 240, there is an issue. Mine will sometimes sit where yours does but when I take a reading with an IR gun it shows temp actually at 205-210. Your gauge is probably off just a bit. Does it bounce around a lot or does it just sit there constantly? I think if it always sits there even when load is on the engine and when it is hot out, you are good.

My owner's manual states that it is not abnormal for the temperature to fluctuate between this range especially while engine is under load or sitting in heavy traffic. 210 of course should be the normal operating temperature but I would have to think his gauge is off it is constantly sitting in that position and not going into the red and it drops when he is in motion.
