Default Continuous circuit between A142 and F142, is this ok

Just rebuilt the motor in my 99 Cherokee sport. Afterwords the TPS threw a code for high signal. Found a short in
connector C107 between the TPS signal wire and both A142 and F142. Pulled apart the wire loom and isolated the TPS signal wire. I couldn't find any obvious damage to the wire, but the multimeter no longer showed connectivity between the other two circuits. I then isolated one of the other wires in the same area, but there is still connectivity between A142 and F142 (A green with white stripe wire and green with orange stripe wire in locations 1 and 7). These readings were on the female side of the harness. I can't remember the reading but it was less than 0.5ohms. No connection when I pulled the fuse for A142 in the PDC. Is this a normal reading?

Some further research shows that both these circuits are supplied by the same source, so connectivity is maybe to be expected. Now I have to start on the stall/rough idle/no code issue. Guess I'll start with the TPS and go from there.
