I called Napa yesterday because it's further away than everything else and they said they only carry Valvoline. I can go by and check. I need to change the fluid. Especially the AX15. It's shifting rough!

That's very strange. Either your NAPA sucks or that guy is an idiot.
Get the Pennzoil in there then. Driving with ancient fluid in there isn't doing your transmission any favours

The jeep isn't going anywhere. I ran over a freaking screw down the street and I had to take the tire of to get a patch. Still have to do that. So I'll have time to go to Napa today and check. I'll let you know how it goes at Napa. What Brand air filter would you recommend?

I got lucky and found a race shop in my city, but I was going to suggest flushing the old fluid out for 100 miles or so. I used standard 10w30 because as suspect the fluid in there was original, and MT-90 is kind of expensive as is.
The original fluid was pretty gross, and even the cleaner oil came out dirty after 200 miles, so I am pretty glad that I did.
Order it online, and use standard motor oil to flush it in the meantime is my suggestion (I am that big of a fan of the MT-90 in our transmissions)

AX15 Capacity is 3.7 quarts. I think the TC is 1.5 Quarts.

The original list you posted looks good, but I wanted to add a few things;
FIRST step -- Buy 5 or 6 cans of engine degreaser and go to town on the engine bay, suspension, everything.
Second, I would change all fluids out as you planned, but at the same time I would change all of the leak-prone gaskets as well (Oil filter adapter, valve cover gasket, crankcase CCV valves at the least).
Third, Do a full cooling system overhaul. (Water Pump, Thermostat, Hoses, belt, and gaskets). Flush the system 4 or 5 times before you install new cooling parts. The XJ cooling system is prone to overheating and cracking the head.
If you are taking the time to do new spindles and bearings up front, definately change the bearings and seals in the rear axle. I would skip rebuilding the rear drums and instead upgrade to ZJ disc brakes in the rear (BigDavid sells a kit for ~300 or so, or you can get the parts yourself for around $80).
Dont forget suspension. At 180K you will definitely want to start upgrading a few things. ZJ front steering is CHEAP for a stock XJ, and gives you new tie-rod ends and thicker tubing. Ball joints would be good to do at the same time as your front spindles.
Ujoints would also be worth changing out also. Go with OEM Dana/Spicer or Moog if you want stock parts, or upgrade as you go along.
Do it in stages to get as much done as you can, without having to double-back down the road (Doing the rear bearings and seals while working on the breaks for example). I also figure that as long as the motor and trans will still turn the wheels - I can still drive it so I would start with engine maintenance before all else.
