If the spec for your 96 is 49 psi and you have 35, you have a fuel delivery problem.

Did you ever find the source of your problem. I'm very curious because as of today I have a similar issue with my 96. PO171 code, rough run at idle and steady state, still peppy when I put my foot in it. Tune-up 10k ago, visual check is good. O2's less than 10k miles. I have no idea what my FP is.

The pump/regulator is in the tank. The Haynes manual agrees, 46-51 psi at idle. I'm having a problem with my 96 also, so if I get time today I will be checking my FP and will then have first hand/recent hands on knowledge to possibly help you further.
