You really can't refinish the lettering on the 97-01 XJs. The badging is made from cheap plastic type stuff. Your best bet would be to either order new badging, or swap to the metal badges like the 84-96 XJs have.

Alright, then what you can do is take dental floss and work it around the emblems until they come off. This method will keep you from scratching the paint.
If your emblems still have good paint on them, try polishing them with an abrasive compound.
If they have faded or missing paint, repaint them.
As for a good adhesive, 3M makes an AWESOME outdoor double sided foam tape. It has a red wrapper and you can find it at any hardware store. A lot of people use it to attach their badging (including myself).
