cheapest winch bumper

X3 on the homemade. I have $30 into my bumper, although it's more of a winch mount than a bumper at the moment.....and it's ugly as sin, but I've stalled my Warn 9000lb winch on the 2nd wrap several times, so I'm confident on it's ability
And I'm a function long before form kinda guy anyways.
If you're unable to make one yourself, or have a friend that will work for beer and pizza, the cheapest method would probably be to find a local fab guy to build you a non winch bumper with receiver hitch (I can get them locally from the small fab guys for less than $200), and use a hitch mount style carrier to mount the winch up.
I HIGHLY recommend AGAINST that setup, but it would probably be the cheapest.
I can get winch bumpers from the local fab guys for around $400-$450, and for the safety and convienence aspects, I think it would be well worth it, assuming that I didn't have the ability to fab myself Which really, given the stress that a winch could potentially put on a bumper, if you're not 100% sure of your abilities, saving a couple hundred bucks isn't worth it IMO.

With that Iron Scorpion kit, yes it's only $200 bucks but you're going to have to throw in shipping costs and then pay whoever is going to fab that up for you, assuming you don't own or use a welder.
