Default Catalytic converter gone causing problems?

Hey, So my cherokee's exhaust and catalytic converter fell off the other night, and today I went to test the E-Brake and it has trouble turning over, (It won't turn on in gear most the time) and it is also having trouble shifting while on, will the catalytic converter being gone cause it to not turn on right?
Thanks

Some interpretation of the following three items might help:

I went to test the E-Brake and it has trouble turning over?

It won't turn on in gear most the time?

It is also having trouble shifting while on?

This is a '97 and you haven't had any problems before now when you were driving down the road and the cat and muffler just fell off?

Give us some help......

Sooo... You ran a bunch of **** over and destroyed the underside if your Jeep? Entire exhaust systems do not just fall off, wreck the e-brake cable, and short out a bunch of wires

Your descriptions are pretty vague. And you have not included any information about your vehicle.

Manual or automatic?

Unless someone tried to steal the cat buy cutting it off and they jacked other stuff up while under there I don't see how they could be related.
