Cant fill up gas tank.
I have a 94 Jeep Cherokee Country.
Each gas visit I can literally only fill up to a tad bit above a quarter of a tank (every local gas station clerk knows me due to the fact I'm there quite frequently throwing a whopping $6 into my tank).
After it hits a quarter the pump shuts off, I can fiddle with it, pull it out some, let it dribble ect, but at a certain point I look underneath and I'm watering the concrete with gasoline.
I've ran a wire coat hanger down the tank, pulled hose of canister and blew air through it to no avail. Any ideas would be appreciated.

It's a reasonable guess, and the gas can in the back and drive till it dies is a good test. Cheap, and conclusive.
If that's not it, it's probably time to drop the tank and find out what's going on with the filler neck and your sock.

That was my first thought also, bad gauge, float or sensor. Break it down. If the filler neck had a block in it, it would spill out as soon as you started pumping. I had that happen on a vehicle once. The good news is, if you keep filling it up every 1/4 tank, you won't get stranded!
