That's the ABS unit. If the 99 you're looking at buying doesn't have one of those, then it just didn't come from the factory equipped with anti-lock brakes. Not the end of the world. Most XJ's don't have them.

X2, you're better off without it, if you have ABS you probably have the dredded D53 rear axle... I believe all XJ's that have ABS have the D35 rear axle. If you're looking to lift & wheel an XJ & you see the ABS pumps under the hood, move on to another. I know from experiance, doing axle swaps now..... & it aint' cheap...
