You think the clock spring is causing the codes to pop up? The clock spring has nothing to do with the TPS or transmission, only the airbag and functions on the steering wheel. Can't rebuild the clock spring, can only replace it.

There was a service bulliten years ago for tj's i think that said that tps coe could be caused by a shorted clockspring, I would disconnect the clockspring and see if the code goes away. And no you cannot repair it.
Good luck!

My codes are PO 0122 and PO 0700.I had posted these codes awhile ago and found some old posts saying the clockspring could be the problem.Whenever the check engine light comes on these two codes come in and the tranny wont kick down.I wa stold the clockspring also provides the low voltage to the TPS.

PO 0122 Throttle position sensor voltage low
PO 0700 The automatic transmission computer or Aisin computer has a problem

your guess is as good as mine...

P0700 is a code that only indicates that there is a transmission code, the other code triggered this, Look at troubleshooting for P0122, and that will solve both problems. Try to get a scanner that shows freeze data so that you can see what the TPS is doing when the code occurs, as a bad TPS can cause the transmission to not shift down since it is an indicator of engine load to the transmission.
