can a CB antenna be grounded to a rack?

off topic but I just had to say you have some nice clean looking vehicles
you just need to paint the *****'s CJ3B red to match the other two
There is also a filter you can buy at radio shack or a decent truck stop to filter out the noise you're getting from electrical accessories. I forget exactly what they call it but just ask them and they'll know what you're talking about. It's fairly common.

I also wanted to say that the roof rack is a perfect spot to ground your antenna. I bought an SWR meeter and a new 3' K40 1/4 wave whip to take the place of the 102" whip. Short story is that I now have 1.2 swr's on channel 1 and 1.4 swr's on channel 40 and 1.0 swr's on channel 20. So that is pretty dang good seeing how 1.0 is perfect 100 percent power output. YEAH!!!
